Provide the Name of the Organizer(s) of the workshop and their Affiliation to various stakeholder groups. Describe how you will take steps to adhere to the multi-stakeholder principle, including geographical diversity.
Names of the organizers: ICANN At-Large Advisory Committee and Yale Information Society Project
Affiliation to multi-stakeholder groups: Civil Society and Academics
The At Large Advisory Committee of ICANN is geographically diverse, with 3 representatives from each of the 5 geographic regions. 10 of those committee members are directly elected by organisations and individual internet users in their regions, currently representing well over a million end users (over 100 organisations)
The workshop is proposed by the ALAC ( a civil society voice within ICANN) and the Yale Information Society Project, an academic institution. We are open to additional partners from the private sector or government, and will continue to work on developing these partnerships.

Why do you think the proposed theme is important?
Through ALAC’s efforts, nearly 100 user organizations rooted in more than 40 language communities in five continents have joined the international Internet community. Internationalized domain names (IDNs) will remove the last barrier that prevents non-Latin script users from conveniently and effectively using the Internet. Despite all the challenges and difficulties in implementation, IDNs are crucial to the achievement of true global participation in the Internet community.

Describe the workshop’s conformity with the Tunis Agenda in terms of substance and the mandate of the IGF.
From the Tunis Agenda for the Information Society mandate for the IGF, the proposed workshop conforms with the following items:
a) Discuss public policy issues related to key elements of Internet Governance in order to foster the sustainability, robustness, security, stability and development of the Internet;
The development of the Internet requires that it become more accessible to people around the world who do not use the Latin script. This refers to the majority of current internet users as well as potential internet users.
b) Facilitate discourse between bodies dealing with different cross-cutting international public policies regarding the Internet and discuss issues that do not fall within the scope of any existing body;
IDNs are both technical and social in nature. ICANN is dealing with the technical mandate related to IDNs, but there is a lot more that needs discussion, and there are many other organisations that have a role to play in the implementation of IDN. The IGF is a forum to facilitate and promote this discussion.
d) Facilitate the exchange of information and best practices, and in this regard make full use of the expertise of the academic, scientific and technical communities;
This workshop is sponsored by the technical community, civil society and academia.
e) Advise all stakeholders in proposing ways and means to accelerate the availability and affordability of the Internet in the developing world;
IDNs are vital to the adoption of the Internet and internet technologies in the developing world. Many developing world countries are those that do not use the Latin script, and it is necessary that we use their scripts in order for them to more easily access the Internet.
f) Strengthen and enhance the engagement of stakeholders in existing and/or future Internet Governance mechanisms, particularly those from developing countries;

h) Contribute to capacity-building for Internet Governance in developing countries, drawing fully on local sources of knowledge and expertise;
IDNs are a major interest in developing countries. There are many experts in IDNs from the developing countries, and this workshop intends to do its part to get them involved in the debate and discussion, thus enhancing their ability to participate in the dialogue and the policy processes.
g) Identify emerging issues, bring them to the attention of the relevant bodies and the general public, and, where appropriate, make recommendations;
This workshop will clarify the discussion about IDNs, and bring the topic to the attention of the general public and the internet community.

Yes, the organizers have approached all the main actors, including Non-ASCII Internet user communities, technicians who made significant contributions to IDN development, IDN service providers (registries and registrars), ICANN, its supporting organizations (CCNSO and GNSO) and other constituencies. They show great interest in participating in the workshop.
